Purpose of the Policy

The International Journal of Clinical Virology (IJCV) provides full open-access publishing supported by transparent and fair publication charges. This policy clarifies all financial aspects associated with submission, publication, and optional services so authors can make fully informed decisions. The Charges Policy complements the Article Processing Charges (APC) section and ensures compliance with COPE Core Practices and DOAJ best-practice principles.

• No hidden or post-acceptance costs are applied.
• All fees are clearly disclosed on the website prior to manuscript submission.
• Payment does not influence editorial or peer-review decisions.
• Waivers and discounts are available to authors facing financial constraints or from low-income regions.
• Refunds and reversals follow IJCV’s Refund Policy.

Overview of Applicable Charges

Waiver and Discount Eligibility

IJCV supports equitable access to publication for all authors. Partial or full waivers may be granted to:

• Authors from low- or lower-middle-income countries (as per World Bank list).
• Early-career researchers or students without institutional funding.
• Authors invited for editorials or special issues.
• Collaborating members of the Editorial Board or Review Panel.

Waiver requests must be submitted at the time of submission to [email protected] with supporting documentation. Late requests (after acceptance) are not considered.

Payment Procedure

1. Once a manuscript is accepted, the author receives an official invoice via email from the Accounts Department.
2. Payments can be made via bank transfer, PayPal, or other secure online gateways listed on the invoice.
3. A confirmation receipt is issued within 48 hours of payment verification.

IJCV never collects fees before final acceptance and does not use third-party agents for payment collection unless explicitly authorized by the publisher.

Currency and Transaction Details

All fees are quoted in USD. Authors are responsible for covering bank transfer or currency-conversion charges. Payments from institutions can be processed through purchase orders upon request.

Exemptions and No-Charge Services

• No submission fee is charged.
• No charges for color figures, graphics, or multimedia content in online format.
• No cost for supplementary data hosting or repository linking.
• Editorials, letters to the editor, and invited articles are published free of charge.

Third-Party Funding Compliance

IJCV supports authors who receive publication funding from agencies such as NIH, Wellcome Trust, or Horizon Europe. Invoices contain details required for grant reporting and are compliant with institutional finance formats.

Refund and Cancellation Provisions

Refunds are governed by the journal’s Refund Policy. Eligible refunds are processed within 15 business days for cases such as duplicate payment, publisher error, or technical failure. Refund requests must be submitted in writing with proof of payment and editorial approval.

Tax and Invoicing Policy

• All invoices include publisher details, tax identification numbers, and bank information.
• Taxes and withholding charges may apply as per local regulations of the payer’s country.
• IJCV does not levy additional service tax on international transactions.

Transparency and Ethical Compliance

This policy follows the Principles of Transparency and Best Practice in Scholarly Publishing jointly developed by COPE, DOAJ, OASPA, and WAME. All charge-related decisions are audited annually for fairness and consistency with open-access ethics.

Policy for Special Issues and Conference Proceedings

Special issue articles and conference proceedings follow the same APC and waiver guidelines as regular articles unless otherwise specified in a formal agreement with event organizers or guest editors. Discounts for bulk institutional submissions may apply.

Author Responsibilities Regarding Payments

• Ensure that all bank details are accurate to avoid transaction delays.
• Notify the journal if institutional payment will take longer than the standard period.
• Retain payment proof for future reference or refund eligibility.

Monitoring and Review

The Charges Policy is reviewed annually by the Publisher and Editorial Board to ensure continued transparency and alignment with international open-access standards. All policy updates are dated and archived on the journal website for public reference.
